I've had similar problems with a 486/66 and it's become worse under Windows95.
Regarding windows, I found a port conflict (with some kind of application for
impaired people - icon is a wheelchair) and removed the conflicting
application. This helped somewhat.

Some tweaking of the DOS-mode settings in the panels of the LAP.EXE program
properties also helps. At this point, it takes up to a dozen invocations of
the LAP.EXE icon before the 486 "catches the timing" on the NUL-modem cable
right.

Note that I've experimented with selecting lower speed for the 486 via the MODE
SPEED= command and concluded it is best to go at the fastest speed. As speed
is lowered, it does take less invocations of LAP.EXE before the 486 "catches
the timing". But then I got problems with file transfers. The lower I set the
speed, the fewer invocations were needed to get the LAPDOS screen but more
frequent and serious became the problems with file transfers. By the way
Elwynn, at a slight reduction of speed the file transfer problems went
unnoticed by me (slightly unequal byte counts IBM vs Tandy) until the Tandy
cold started later. Not fun. Bottom line: DON'T LOWER SPEED VIA THE MODE
COMMAND.

Rick's way to slow things down may help. I'm going to try it.
