So you want a ROM with TS-DOS, T-WORD, ROMView 80 for VT-100 and ANSI
emulations that paint the IBM character set.  TS-DOS consumes appx 7K, leaving
25K for the rest.  I think T-WORD alone might gobble most of what remains - but
I've not yet looked into T-WORD (just guestimating from its features).  Think
it's too much to hope for Rick.  The IBM character set may consume a lot to
paint the screen.

I see where the appeal is: 80-wide, VT-100 w/IBM chars, TS-DOS - yep - Internet
cruisin' with the Model-T and a PDD for download storage.  I don't get where
T-WORD belongs in this mix.

Of course new ROMware, not existing products, might get you modest
functionality on one 32K ROM.  Say 1.5K for disk I/O, 20K for 60-wide LCD
including painting IBM characters, and what's left over for VT-100 and ANSI
emulations - might fit.
