Nothing special needed for the M100.  Telecom works just fine.  DIRACC.BA is a
great accessory that lets you edit a downloaded file without exiting Telecom.
Beyond the M100, you need a 3 wire RS-232 cable, the TNC, a 2-meter radio, and
a Ham License.  TNC's start at about $125 for an MFJ-1270, less if you find a
used one.  A hamfest/flea market is a good place to shop for one, either used
or a new one from the dealers there.  I'm sure there are also some ham radio
stores in your area--Ham Radio Outlet is one west coast chain that I've heard
of.  Find a QST or 73 magazine at a newsstand or at a library and check out the
ads.  There are books available that explain all the details as well, but I
don't have one to recommend. Hope this interests you.  I know I "waste" a lot
of time on the air with it.
