I'm sorry to hear about your situation, I was up in the northern Seattle area 
in 1965 and although I couldn't take the weather I loved all that greenery, the
rich brown soil and the water... and I envied the way the people seemed to hang
together, it seemed that nobody was so well off that they didn't need help from
time to time and nobody ignored their neighbor or they would be shut out of the
community.  I'm very sorry to hear that it's changed and I agree with you that
there is a large migration from California for a lot of Californians have been
moving north to escape the crunch here and with them goes a certain amount of
trash unfortunately.  My own brother moved to Washington state about 12 years
ago, first eastern Washington, then the Seattle area where he started his own
business.  We have been getting trash from every state in the union since the
early 70's, but it has increased sharply in the last 10 years!  My brother has
told me about the influx up there and the affect it's having on the economy and
you're right, although the migration has been going on for the last 7 years the
cost of housing has skyrocketed in the last 3.  California is full of a bunch
of super independent assholes, that started in the late 50's when corporations
like Standard Oil brought thousands of people to California to "exploit" new
markets and has continued ever since, that accounts for the attitudes!  Unlike
Rick I have no tolerance for the "new bread" and I think we ought to send them
back were they came from, but that dosen't help your problem, does it... where
