Other things to consider...

 - shop time
 - retun on investment
 - marketing

It is common to mark up manufactured goods 5x for retail.  Of course, this is
not a common product and the market is very limited.  Also, what do you do if
you have other ROMs attached, or an extRAM, etc.?

How about something (like an eprom in a circuit board) connected to one of the
external ports like the printer port, serial port or bar code port?  Call the
port to read the divice and activate the program.
